WESA is currently seeking an innovative, forward-thinking and effective Engineering Manger to direct, plan, manage, and oversee the functions, programs, and operations of the Engineering Division.This includes planning, design, and construction of all facilities.

WESA was established as a joint powers authority between the Elsinore Valley Municipal Water District and Meeks and Daley Water Company.As a joint powers authority, WESA provides professional water and wastewater services to both agencies.

The mission of the Water Employee Services Authority is to manage our natural resources to provide reliable, cost efficient, and high quality water and wastewater services for the communities we serve, while promoting conservation, environmental responsibility, education, community interaction, ethical behavior, and recognizing employees as highly valuable assets.
The successful candidate will have an immediate impact in the following areas:
Within 1 month, the successful candidate will reviewthe Capital Improvement Program (CIP).The CIP Implementation Plan will consider project priority, project budget, funding constraints, and resource requirements. Specific milestones will be set to evaluate implementation (of the plan).
Within 1 month, become familiar with major aspects of District Operations in the Engineering Department, including organizational structure, workforce, and facilities.
The new Engineering Manager will review the Development Program and provide recommendations on how to improve the program; which will consider, at a minimum: communication with stakeholders, enforcement of District’s standards; responsiveness, consistency and equity in dealing with customers, and overall program efficiency. The Development Program Assessment must be prepared within 3 months of the successful candidate’s start date.
Within 1 year of their start date, the new Engineering Manager will finalize a Strategic Plan for the department, as a whole.At a minimum, the Strategic Plan will include a SWOT analysis, a gap analysis, and recommendations for programmatic changes.The Strategic Plan will include operational objectives, a long-term mission for the department, and both near-term and long-term actions needed to accomplish the mission.The Strategic Plan will include communication with stakeholders (internal and external), improve “product offering”, create a “marketing” strategy, establish performance metrics, increase department efficiency, impart individual accountability, improve department morale, and grow core leadership.
Within 1 year of their start date, the successful candidate will need to demonstrate their ability to meet specific milestones (within the applicable timeframe) that are set forth in each plan assessment.

Will act with integrity and in accordance with the accepted ethical standards of the District.
Possesses the equivalent to a Bachelor’s degree from an accredited college or university incivil engineering or a related field.
Possesses a valid Registration as a Professional Civil Engineer in the State of California.
Possesses 10 years of increasingly responsible experience in process design, project management, construction inspection, and general engineering related to the water and wastewater field, including 5 years of management and administrative responsibility.
Possesses extensive Water and Wastewater CIP experience, Water and Wastewater infrastructure knowledge and understanding, as well as development experience preferred.
The salary range is up to $166,700 per year with an excellent benefits package.Placement within the salary range will be based on candidate qualifications and experience.
