DEFINITION
Under general direction, the incumbent assists in the administration and oversight of Agency-wide Environmental and Regulatory Compliance Program(s). Provides regulatory compliance expertise to the Regional Treatment Plant management team and outside agencies related to area of assignment. Performs a wide variety of professional and technical level tasks relative to assigned area of responsibility. Performs related work as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Environmental and Regulatory Compliance Supervisor. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
This is a single-position class in the Environmental Services Department providing specialized support to Agency Environmental and Regulatory Compliance Program(s). This class is characterized by a high degree of independence in the application of program responsibilities and requires a thorough knowledge of applicable laws, procedures, and regulations pertaining Agency facilities and operations including but not limited to those governing water, wastewater, and recycled water; air quality; biosolids management; and hazardous materials and hazardous waste management. Responsibilities include collecting, analyzing, and interpreting data; drafting and contributing to regulatory reports; interpreting, implementing, and maintaining Agency permits and approvals; staying abreast of pending regulatory activities pertaining to Agency facilities and operations; and ensuring compliant operation of Agency facilities.

Any combination of experience and education/training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Graduation from a four-year college or university with major course work in planning, environmental science, engineering, or a closely related field. Must have a minimum of one (1) year of experience obtaining, implementing, and complying with regulatory permits and approvals.

Employees work in an office environment with moderate noise levels, and controlled temperature. Employees may work on Agency plant and construction site environment; travel from site to site; exposure to inclement weather conditions, noise, dust, grease, smoke, fumes, and gases; work on slippery or uneven surfaces; work or inspect underground; work around heavy construction equipment. Employees may interact with challenging staff and/or public and private representatives in interpreting and enforcing Agency policies and procedures.
