CHIEF PLANT OPERATOR
JOB PURPOSE
The Chief Plant Operator (CPO) is responsible for managing and overseeing the day-to-day operations, maintenance, compliance, and administration of the City of Scotts Valley’s water reclamation facility and sewer collection system. This position ensures efficient treatment processes, adherence to regulatory standards, staff leadership, and long-term strategic planning. The CPO provides highly responsible and complex staff assistance to the Wastewater Division Manager, serves as the Chief Plant Operator as defined by State Water Resources Control Board (SWRCB) regulations, and is responsible for certifying compliance reports and serving as one of the Legally Responsible Officials (LRO). The CPO plays a key role in safeguarding public health, environmental protection, and regulatory compliance.

EMPLOYMENT STANDARDS
Education & Experience:
Graduation from high school or equivalent; and possession of an associate’s degree in public health, chemistry, biology, environmental science, or a closely related field; and
At least 5 years of progressively responsible experience in wastewater treatment facility operations, including 2 years in a supervisory or leadership role;
OR, 7 years of experience in the operation of a California Grade 3 classified wastewater treatment facility incorporating preliminary, secondary (activated sludge), and tertiary treatment;

BENEFITS:
Salary: $8,498 – $11,387/month* – DOE
*Effective the first full pay period after July 1, 2026, the salary range will receive a three and a half percent (3.5%) salary increase. $8794-11786/month.
RETIREMENT: The City of Scotts Valley participates in the Public Employees’ Retirement System (PERS).
HEALTH INSURANCE: Dental / Vision premiums paid by the City of Scotts Valley. Medical premiums paid by the City as follows:

LIFE INSURANCE: $50,000 double indemnity policy; paid by the City of Scotts Valley.
LONG-TERM DISABILITY: Premiums paid by the City of Scotts Valley.
VACATION: Full-time employees are eligible for 96 hours of vacation per year up to 5 years of service; 136 hours from 5 to 10 years of service; 176 hours for 10 years of service; and 184 hours for 15 or more years of service.
HOLIDAYS: The City offers 14 paid Holidays. In addition , employee agreements may have two additional floating holiday(s).
SICK LEAVE: Unlimited sick leave accumulation at ninety-six hours per year. The City has a sick leave buy-back incentive program.
PRE-TAX DEDUCTIONS: The Flexible Spending Account allows employees to make pre-tax deductions for allowable medical expenses not covered by the medical plan. The Dependent Care Assistance Program allows employees to make pre-tax deductions for dependent care.
DEFERRED COMPENSATION: Effective January 1, 2025, the City will match up to $50.00 during the 1st and 2nd pay period of each month (up to a maximum of $100.00 per month) of an employee’s contribution.
